Participation of Khmelnytsky National University scientists in the World Science Day event: DeepTech to DefenseTech

On November 07, 2024, the delegation of Khmelnytsky National University took part in the World Science Day event: DeepTech to Defense (letter of the Ministry of Education and Science of Ukraine №1/20225-24 of 30.10.2024), which was held at the State University “Kyiv Aviation Institute” (National Aviation University) under the patronage of the Ministry of Education and Science of Ukraine. KhNU was represented at the event by Vice-Rector for Scientific Work, Doctor of Technical Sciences, Professor Oleh SYIUK, Head of the Department of Cybersecurity, Candidate of Technical Sciences, Associate Professor Yurii KLITS, Head of the Department of Mechanical Engineering Technology, Candidate of Technical Sciences, Associate Professor Vitalii TKACHUK, Professor of the Department of Telecommunications, Media and Intellectual Technologies, Doctor of Technical Sciences, Yuli BOYKO.

With vice-rectors for scientific work of leading Ukrainian universities

The event's main goal was to coordinate the development strategy and prioritization of research and innovation activities, creation of knowledge-intensive solutions, and discussion of current tasks and proposals aimed at accelerating the implementation of developments and ready-made solutions in the real sectors of the Ukrainian economy.

The event turned into a significant event that brought together leading scientists, engineers, researchers, the leadership of the Ministry of Education and Science of Ukraine, and heads of relevant state ministries at one venue in this difficult time of war. This event format was designed to unite education, science and the defence industry representatives.

The event was opened by Acting Rector of the State University “Kyiv Aviation Institute” Ksenia Semenova, who wished all participants fruitful and constructive work at the event's venues and platforms.

As part of the event, the Minister of Education and Science of Ukraine Oksen Lisovyi addressed the representatives of the university delegations. In his report, Oksen Lisovyi emphasized that the work of the Ministry of Education and Science of Ukraine is aimed at processing proposals for innovative developments as quickly as possible and bringing them to real technological solutions. The Minister of Education and Science emphasized the need for close cooperation between the scientific sector and industry. The audience was provided with basic information on the European Commission's report on the development of science in Ukraine. The main conclusion is to improve the performance of institutions and competitiveness of domestic science, to introduce a mechanism for redistributing resources of universities with low scientific activity in favor of those that provide new scientific solutions. As Oksen Lisovyi emphasized, our task is to modernize the education system.

During the event, the main platform was occupied by Mykhailo Fedoriv, Vice Prime Minister for Innovation, Education, Science and Technology Development - Minister of Digital Transformation of Ukraine. In his report, Mykhailo Fedoriv discussed developing the main breakthrough areas of scientific activity that Ukraine desperately needs. The main thesis was that Ukraine's Ministry of Education and Science should become a venture capitalist in science. The main forms of implementing the concept of a situational awareness system were outlined, which should be aimed at collecting, processing, analyzing and visualizing information from various sources to provide a clear and up-to-date assessment of the current scientific situation. The main idea is to assist active participants in making informed decisions quickly in difficult or critical situations.

During the event, Hanna Hvozdar, the deputy minister for strategic industries in Ukraine, and Anatolii Klochko, the deputy minister of defense of Ukraine, presented information important for the delegations of higher education institutions. Current and modern areas of scientific activity were discussed as part of the presentation of the Defence Tech ecosystem development platform in Ukraine. In particular, Nataliia KUSHNERSKA, Head of Defence Tech Cluster Bravel, voiced a request to the scientific community, and spoke about the results of the Bravel cluster and opportunities for developers.

The concept of a platform for communication between scientists and developers to develop knowledge-intensive projects was presented. This platform brings together various participants, such as startups, investors, and volunteers, to support new technologies that strengthen defence capabilities. Startups can submit ideas for consideration and receive financial and expert support to develop, test and adapt products.

As part of the event's program, the ceremony of the annual awarding of the CMU Prize for the Development and Implementation of Innovative Technologies in Production and Bringing Domestic Products to Market - the CMU Prize for the Development and Implementation of Innovative Technologies - was held. The awards were presented by the Minister of Education and Science of Ukraine Oksen Lisovyi. The winners of the competition were also awarded certificates of opening and state support for a network of startup schools by Deputy Minister of Education and Science of Ukraine Denys Kurbatov.

During the panel discussion with representatives of startup schools, the participants discussed the role of startup schools in universities, assistance to students, postgraduates and researchers in mastering the skills of innovators, motivational aspects of startup schools in the context of the idea of a startup school based on a university before attracting the first investment.

Representatives of KhNU took an active part in the event, both in the official part and during the work of the relevant locations and platforms, to discuss joint projects with scientists from other educational institutions, search for potential partners in the implementation of research projects, establish contacts and discuss promising scientific developments to implement the priorities in research and innovation outlined during the event.
