On May 26, 2022, on the joint initiative of the National Cybersecurity Coordination Center as a working body National Security and Defence Council of Ukraine and Representations of the US Civilian Research and Development Foundation in Ukraine, the XI meeting of the National Cybersecurity Cluster was held, which was attended by teachers of the department Yurii Klots, Nataliia Petliak, Victor Cheshun.
The meeting focused on one of the most pressing issues of our time “Active counteraction to disinformation and cyber threats: algorithm of communications in the international arena”
Recent events have clearly shown that the information space remains an active battlefield. The consequences of its actions lead to behavioural changes among Ukrainian citizens and far beyond its borders. The active spread of disinformation and fake news today directly impacts the country's position in the international arena, can offset diplomatic measures and create additional threats in cyberspace.
Introductory remarks and basic theses of the seminar were delivered:
- Serhiy Demediuk, Deputy Secretary of the National Security and Defense Council of Ukraine: How to get rid of disinformation, to achieve the correct presentation of information to distinguish disinformation from the truth.
- Serhii Prokopenko is the Head of the Department for Support of the National Coordination Center for Cybersecurity (NCCC). Ukraine has had a successful experience thanks to the support of partners; the main task is resilience and counteraction in cyberspace.
- Andriy Shapovalov is the acting head of the Center for Countering Disinformation at the National Security and Defense Council. The future will bring even more information opportunities and challenges.
- Mykhailo Verich is the Head of Operations at CRDF GLOBAL: Cluster is a platform for uniting the efforts of international partners in countering disinformation.
- Christopher Abrams is the Director of the Office of Economic Growth at USAID Ukraine: Ukraine and the United States - a partnership to counter disinformation and cyber threats today and in the future
The cluster was attended by speakers from Ukraine:
Natalia Tkachuk is the Head of the Information and Cybersecurity Service of the National Security and Defense Council of Ukraine: Threats to the technological component of information security in the context of Russia's military aggression against Ukraine.
Andriy Shapovalov, Acting Head of the Center for Countering Disinformation at the National Security and Defense Council: Modern challenges and effective methods of countering disinformation.
Oleksandr Marikovskyi, Member of Parliament of Ukraine: Disinformation is a global challenge to the world order.
Anatolii Marushchak, Strategic Advisor to the International Academy of Information, Professor at the National Security and Defense Academy of Ukraine, Doctor of Law, Professor: Legal Prerequisites for Content Moderation as a Means of Countering Disinformation.
Mykhailo Basarab, Institute of Global Policy and Law: The myth of the kinship of the post-Soviet space: the basis of Russia's internal aggression.
A group of foreign experts also made presentations, sharing NATO's experience and best practices in countering disinformation.
Thus, the 11th session of the Cluster became a platform for sharing best practices and coordinating efforts to counter the spread of disinformation in information and cyberspace.
During the meeting, the participants learned about Ukrainian and international examples of responding to information and cyber threats and examples of public-private partnerships in this area.
